I agree with Mr. Walker's minute about the
payment of salaries, but I am in some doubt as to
whether in this particular case the Officer's Head of
Department (or whoever authorised the payment of
Mr. Witchell's salary into the Bank for the month of
December 1938), was not guilty of negligence.
The effective date of dismissal might
conceivably take a short while to be fixed by the
Administration, but the payment of his salary while
the matter was, (presumably) under consideration
must have been due to an unfortunate oversight (to put
it at its best).
